um gegen das neue Netzwerksicherheitsgesetz in Vietnam zu protestieren . Wir bitten zugleich um die internationalen Unterstützung , damit die Meinungs- und Pressefreiheit für das vietnamesische Volk  gewährleistet werden kann. Das vietnamische Parlament muss  das gerade gebilligte Netzwerksicherheitsgesetz unverzüglich streichen.

để phản đối Luật “An Ninh Mạng” và phổ biến rộng rãi Thư Kêu Gọi đến tất cả những người yêu chuộng tự do trên toàn cầu để ủng hộ đồng bào quốc nội đòi hỏi quốc hội CS rút ngay lại luật vừa được thông qua.

 

Kính thưa quí vị,

 

Nhà cầm quyền Cộng Sản ở Việt Nam vừa thông qua dự luật “an ninh mạng”, bất chấp rất nhiều kiến nghị và biểu tình phản đối của dân chúng. Luật này bắt buộc các doanh nghiệp nước ngoài khi cung cấp dịch vụ viễn thông, internet tại Việt Nam phải đặt trụ sở hoặc cơ quan đại diện trên lãnh thổ Việt Nam; lưu trữ tại Việt Nam dữ liệu người sử dụng và các dữ liệu quan trọng khác được thu thập; thực hiện yêu cầu của cơ quan có thẩm quyền Việt Nam trong việc ngăn chặn, gỡ bỏ các thông tin có nội dung xâm phạm an ninh quốc gia, trật tự an toàn xã hội; cung cấp dữ liệu người sử dụng Việt Nam và xử lý hành vi phạm pháp luật vi phạm an ninh mạng.

Luật trên khi được thi hành sẽ ngăn chận mọi phát biểu chánh kiến của người dân. Những đòi hỏi quá đáng trong dự luật “An ninh Mạng” này cũng sẽ khó cho những công ty cung cấp dịch vụ trên Mạng ở các quốc gia tự do tiếp tục hoạt động tại Việt Nam, và vì vậy, nhân dân Việt Nam sẽ mất đi phương tiện liên lạc với nhau để phát biểu những ý kiến liên quan đến những vấn đế trọng đại của quốc gia dân tộc.

Chúng tôi đã đăng Lời Kêu Gọi bắng tiếng Anh, tiếng Việt, tiếng Đức và tiếng Pháp sau đây trên change.org để mời tất cả người Việt và thân hữu trên toàn cầu cùng ký tên ủng hộ nhân dân Việt Nam trong việc yêu cầu nhà cầm quyền hiện nay bãi bỏ ngay luật ép buộc các công ty cung cấp các dịch vụ liên lạc xã hội trên Mạng theo những điều khoản trong luật “an ninh mạng”, để cho nhân dân Việt Nam được tự do liên lạc và phát biểu ý kiến và không bị cô lập khỏi mạng lưới toàn cầu.

 

 

Protect Freedom of Information in Vietnam

On June 12, 2018, the National Assembly of Vietnam passed the Cybersecurity Law  with 88.86 % (423 agreed  / 466 delegates). This is in stark contrast to all accords that Vietnam has committed to respect when signing its international membership agreements, from the United Nations to the Universal Declaration of Human Rights, to the World Trade Organization, and most recently, the Transpacific Trading Partners 11, all put Freedom of Information at the heart of the market economy in order to  promote consistent and sustainable development of society with freedom of speech.

We condemn the Cybersecurity Law that the Communist government of Vietnam just passed.

Because of the values ​​of human rights, security and peace in Vietnam and throughout the world, we request the National Assembly of Vietnam to immediately withdraw the just-passed Cybersecurity Law to avoid the inevitability of the Vietnamese people’s strong resistance.

Hãy Bảo Vệ Quyền Tự Do Thông Tin tại Việt Nam

Ngày 12/6/2018, Quốc Hội Cộng Sản Việt Nam đã thông qua Luật An Ninh Mạng với tỷ số 88,86% (423 thuận/ 466 đại biểu). Điều này hoàn toàn đi ngược lại với tất cả mọi điều Việt Nam

đã cam kết tôn trọng khi ký vào các văn bản xin làm thành viên của Cộng Đồng Quốc Tế, từ Liên Hiệp Quốc (UN) với Tuyên Ngôn Quốc Tế Nhân Quyền, đến Tổ Chức Thương Mại Thế Giới (WTO), và gần đây nhất, Đối Tác Thương Mại Xuyên Thái Bình Dương 11 (TPP), tất cả đều đặt Tự Do Thông Tin là giá trị căn bản cho của nền kinh tế thị trường nhằm thúc đẩy sự phát triển đồng đều và bền vững cho xã hội với quyền lên tiếng của người dân .

Chúng tôi lên án Luật An Ninh Mạng của nhà nước Cộng Sản Việt Nam vừa thông qua .

Vì giá trị nhân quyền, an ninh và hoà bình tại Việt Nam và toàn thế giới, chúng tôi yêu cầu Quốc Hội Việt Nam rút lại ngay Luật An Ninh Mạng vừa thông qua để tránh những xáo trộn xã hội không tránh được bởi sự phản kháng mạnh mẽ của toàn dân Việt.

Xin ký vào Bản Lên Tiếng này để thúc đẩy nhà nước Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam thực thi đúng đắn các ký kết quốc tế hầu mọi người dân Việt có những tự do như dân chúng ở các quốc gia tôn trọng nhân quyền.

Chúng tôi kêu gọi mọi công dân thế giới cùng chung vai sát cánh với chúng tôi, bảo vệ quyền tự do ngôn luận, tự do thông tin cho mọi người dân trên toàn cầu.

 

 

Schutz der Meinungs- und Pressefreiheit in Vietnam

Am 12.06.2018 verabschiedete das vietnamesische Parlament mit 88,86% (423 / 466 Delegierte) das neue Netzwerksicherheitsgesetz. Das Gesetz widerspricht allerdings alle internationalen Abkommen, bei denen die vietnamesische Regierung Mitglied ist. Dazu zählen die Vereinten Nationen (UN), die internationalen Menschenrechte, die Welthandelsorganisation (WTO) und die Transpazifische Partnerschaft 11 (TPP). Die Meinungsfreiheit ist ein fundamentaler Wert in einer demokratischen Welt, die für eine gerechte und nachhaltige Entwicklung einer Gesellschaft sorgt.

Wir verurteilen das Netzwerksicherheitsgesetz der kommunistischen Regierung Vietnams, welches gerade verabschiedet wurde.

Zum Schutz der Menschenrechte, der Sicherheit und des Friedens in Vietnam und in der ganzen Welt fordern wir weltweit alle Vietnamesen und das vietnamesische Parlament auf, das Netzwerksicherheitsgesetz unverzüglich zu streichen, um die Unruhe und Proteste im Land durch den Widerstand des vietnamesischen Volkes zu verhindern.

Bitte unterschreiben Sie diese Petition, damit wir die Sozialistischen Republik Vietnam dazu bringen, das neue Netzwerkgesetz wieder abzusetzen.

Wir rufen jeden Bürger der Welt auf, Schulter an Schulter mit uns zu stehen, um die Meinungs- und die Pressefreiheit für alle Menschen auf der ganzen Welt zu sichern.

 

 

Défendez la liberté d’information au Vietnam

Le 12/6/2018, l’Assemblée nationale vietnamienne a approuvé la Loi de sécurité sur Internet avec 88,86% de voix (423 pour/466 députés). Ceci est en totale contradiction avec tous les accords que le Vietnam s’est engagé à respecter quand il a signé les conventions d’adhésion à des organismes internationaux, depuis les Nations Unies et l’Organisation internationale du Travail au récent Partenariat transpacifique 11, qui toutes mettent la Liberté d’information au cœur de l’économie de marché dans le but de promouvoir un développement cohérent et durable de la société avec la liberté de parole.

Nous condamnons la Loi de sécurité sur Internet que le gouvernement communiste du Vietnam vient d’adopter.

Au nom des valeurs des droits de l’homme, de la sécurité et de la paix au Vietnam comme à travers le monde, nous demandons à l’Assemblée nationale du Vietnam de retirer la Loi de sécurité sur Internet qu’elle vient d’adopter pour éviter les immanquables troubles découlant de la forte résistance du peuple vietnamien.

Veuillez signer cette pétition de soutien au peuple vietnamien dans sa demande de retrait immédiat par l’Assemblée nationale de la Loi de sécurité sur Internet et incitez ainsi le gouvernement de la République socialiste du Vietnam à honorer sérieusement ses engagements internationaux afin que le peuple vietnamien puisse jouir des mêmes libertés que les peuples des pays respectueux des droits de l’homme.

Nous lançons un appel à tous les citoyens du monde pour qu’ils se rangent à nos côtés et défendent la liberté de parole et d’information pour tous le peuples de la planète.
